North American property buyers returned to the London real-estate market with gusto in the first half of 2011, but market watchers warn that their interest may not be enough to stop property values from falling in some areas.(reports the Wall Street Journal)The U.K. commercial-property market has always been popular with foreign investors, and London is usually the hub of money inflows because of its size, liquidity and transparency. But North American investment fell off sharply in the recession of 2008 and 2009 as investors focused on the crisis in their home markets.
Investment picked up in the second half of 2010 and continued through the first half of this year. It isn’t clear whether there will be much effect from the turmoil in European financial markets.
North American investors bought €3.07 billion ($4.19 billion) of property in Central London in the second half of 2010 and €1.88 billion in the first half of this year, compared with €173 million in all of 2008 and €1.56 billion in 2009, according to property-services company CB Richard Ellis.
This level of activity is still below that of the peak of the market in 2006 and 2007, when an average of €2.8 billion was invested on a six-month basis, said CB Richard Ellis associate director Iryna Pylypchuk. “However, those were exceptional levels, fueled by debt and not something to be repeated in the current equity-driven market,” Ms. Pylypchuk said.
Non-European buyers have always been important for Europe. They invested €24 billion in commercial European real estate in 2010 and the first half of 2011. North American investors accounted for 55%, or €13.1 billion, of that, of which London received €5.1 billion, according to CB Richard Ellis. The majority of investment went into office buildings. The U.K. accounted for more than half of all European acquisitions by U.S. investors in the first half of 2011, CB Richard Ellis says.

House price warning that London masks reality – Mortgages – News – Moneyfacts
October 13th, 2011House prices outside of London could have fallen by as much 10% over the past year, homeowners have been warned.
According to the latest official figures from the Department for Communities and Local Government (DCLG), house prices in the UK in August were 1.3% lower than a year earlier at an average of £208,476.
However, it has been suggested that a boom in London property prices is currently disguising the extent of some of the falls likely to have been seen elsewhere.
Nick Hopkinson, director of property company PPR Estates, said the headline data was very misleading as it includes ‘the millionaire enclaves’ in the capital where prices have soared as a result of foreign investors snapping up property to protect their wealth.
Doubt was also cast over the validity of the DCLG’s claim that the price of new properties was 9.2% higher than a year earlier, with Mr Hopkinson suggesting values had only increased because developers were starting to focus on larger, more expensive family homes and prices had partially recovered since the credit crunch.
Claiming it was likely that most new-build city centre flats are worth 20% less than they were three years ago, Mr Hopkinson added: “The hidden reality behind the national average numbers is that many properties outside London have seen prices fall by over 10% in the last year.
“With the current Euro debt uncertainties, the wider economy flirting with recession again and inflation squeezing the Great British middle classes ’till the pips squeak’, it’s difficult to see any real prospects of house price growth in the foreseeable future for most of us.”
Elsewhere, the latest research from the Royal Institution of Chartered Surveyors (RICS) has suggested that prospective home movers are opting to stay put amidst concerns over the state of the economy.
Surveyors reported that new instructions from people looking to sell fell back during September as a result of fragile consumer confidence.
RICS housing spokesperson Michael Newey said it was hard to see what could give the market a lift in the near term, but suggested that the new round of quantitative easing would at least help to keep mortgage rates down.
“This, if nothing else, should ease the pressure on existing homeowners and limit the risk of a material pick-up in repossessions,” he added.

Companies looking for commercial property investments in London should be aware that there is “a central London/outer London divide”, according to the British Council for Offices.
Richard Kauntze, chief executive of the organisation, noted that the centre of the city boasts “ultra premium” parts of the market, such as the West End, where property attracts some of the highest rents in the world.
However, other parts of the capital are starting to “really come up”, he said.
“One place that is striking is Paddington, which as a business location was considered very ‘fringy’ by many – there was a railway station and not much else. That area, like many round railway stations, had an unattractive reputation.
“Those kind of areas on the outskirts of inner London, if you like, still have enormous potential and they generally do offer significantly cheaper rents than the more traditional centres of the West End and [the] City, but are still very well connected and very central,” Mr Kauntze added.

BBC London asked every council in the capital for details of what its policies were concerning short term lets.Some 27 London boroughs said they had no problem with properties being let for short periods and this did not require any planning permission.
But Southwark, Tower Hamlets, Islington, Kensington and Chelsea, Westminster and Camden warned people who let properties for short periods without planning permission could be served with enforcement notices.
In some cases they could receive fines of up to £20,000 if they were deemed to be repeat offenders.
Chief executive of the National Association of Estate Agents, Peter Bolton King, said: “The problem here is a lack of a level playing field which means regulations are not being policed in the same way across London.

Prospective homeowners who have been keeping an eye on UK mortgage rates should not be put off by a five-year mortgage.
This is the view of Jane King, mortgage advisor at Ash-Ridge Asset Management, who told the BBC Money Box podcast that such a loan could provide peace of mind.
“If you are not planning to move or if you feel that there are going to be significant changes to your circumstances, whereby you’d like to go for five years without worrying, then a fixed rate might be right for you.”
She noted that five-year UK mortgage offers have become much more competitive in the last few months, so those looking to move house could find an advantageous deal for themselves.
Private Finance director of communications Melanie Bien agreed with Ms King’s comments, adding that more people are turning to fixed rate mortgage products because they are starting to worry about rising interest rates in a couple of years’ time.

September 23rd, 2011The private rental sector in the UK has been revived by the buy to let mortgage which has enabled property landlords to blossom, it is claimed.
Buy to let was officially launched by the Association of Residential Letting Agents on 24 September 1996 at the RAC Club in Pall Mall, London.
The launch was an industry wide initiative and included several founder lenders, including Paragon Mortgages and Mortgage Trust, and industry bodies, including the Council of Mortgage Lenders.
Now 15 years on, Paragon is one of the UK’s leading buy to let lenders and has £8.5 billion of buy to let assets under management.
‘Buy to let has galvanised the rental market over the past 15 years, whilst providing an attractive asset class for property investors. Buy to let finance was the catalyst for the revitalisation of the modern private rented sector,’ said Nigel Terrington, Paragon Group chief executive.
‘The flow of fresh capital modernised a tired and decaying sector, driving up standards of accommodation and choice for tenants. Many argue that the PRS would have died without buy to let as it had fallen to around 7% of all housing by the early nineties and there was a lack of finance going into the sector,’ he explained.

London Property to Rent: Useful tips for landlords

Landlords with property to rent in London will want to present their portfolio in the best possible light in order to attract tenants.
James Davies, chief executive of Upad.co.uk, has some tips for landlords wanting to pull in the renters.
“There has been a dynamic shift towards tenant requests being interested in a type of property, so requests for Wi-Fi, cleaning and security and that is becoming the norm rather than the exception,” he noted, so landlords may wish to “raise their game”.
“Whilst there are more tenants out there, tenants demands and expectations are rising fast. It is no longer good enough to whitewash the flat before a new tenancy starts,” he pointed out.
Mr Davies also advised that it is becoming necessary to reference tenants, so checking a potential renter’s credit rating is what a “professional” landlord would do.
His comments come after research found the average age of a first time buyer is now 37.

Land Registry Data Shows 1.3% Rise in House Prices

The July data from Land Registry’s flagship House Price Index shows an annual price decrease of 2.1 per cent which takes the average property value in England and Wales to £163,049. The monthly change from June to July is 1.3 per cent.
The only region in England and Wales to experience an increase in its average property value over the last 12 months is London with a movement of 1.3 per cent. The South West experienced the greatest monthly rise with a movement of 2.2 per cent. The North East experienced both the greatest annual price fall with a decrease of 8.8 per cent and the most significant monthly price fall with a movement of 2.3 per cent.
The most up-to-date figures available show that during May 2011, the number of completed house sales in England and Wales decreased by 10 per cent to 46,870 from 52,170 in May 2010. The number of properties sold in England and Wales for over £1 million decreased by 44 per cent between May 2010 and May 2011, from 464 to 262.

Katy John, press officer for the organisation, pointed out that house prices remain at six times the national salary, while a lack of rental property supply is contributing to rising rents and poor affordability.
“The private rented sector remains the least affordable housing sector, and is also the least secure sector,” she noted.
“However, first time buyers are struggling to access the alternative and are unable to get a foot on the housing ladder as a result of the shortage in supply, high house prices and the requirement to save up a large deposit – made all the more difficult by low interest on savings, student loan repayments, static wages and high inflation.”
Ms John’s comments came after Halifax research suggested it first timers would be £100 a month better off it they bought a home rather than renting.

London Housing Market News: London ‘seen as a global leader’
September 2nd, 2011People searching for high end property sales and rentals in London may be pleased to know that the capital is still considered to be a global leader.
Property expert Ed Mead pointed out that the city has an established culture and international travel links that other global locations, such as Moscow, Mumbai and Abu Dhabi, do not yet have.
“I think it will be a long time before London is overtaken as what I describe as a global leader,” he explained.
However, the recession did take its toll on the city’s property market, with volumes now half what they were before the onset of the financial crisis.
“And that makes the impact of foreigners coming in [to invest] more important because before the recession, foreigners probably accounted for 25 to 30 per cent, they now probably account for more than half the transactions in the centre of London.”
Mr Mead added that overseas property buyers in London continue to see the capital as a safe haven for their money, despite incidents such as the street riots earlier this month.
